PERMIT

Speedway Short Term Rental Permit

How to apply
The owner fills out the town permit application and returns it with the $150 fee. The form asks for owner contact info, business officers or partners with photo ID if a business owns the home, property manager info, an emergency contact, how each rental is marketed, the advertised guest count, the dwelling type, a state photo ID, and proof the owner is in good standing with the town. The town issues the permit or lists problems within 30 days.

Fee
$150 for a first permit or a new permit after revocation. The fee is not refundable.

Renewal
The permit lasts one year. Renewal is free. The town tries to notify owners 30 days before it expires.

Where rentals are allowed
No zoning district limits. One permit covers each property, including all units and detached buildings offered on it.

Guest limits
Post the maximum guest count and give it to guests. Owners and guests must follow town maximum occupancy rules.

Caps
No cap on short term rentals.

Safety and inspections
No inspection is required. A change in use or construction that breaks town or state standards voids the permit.

Parking, trash, and noise
Park only on paved areas like driveways. Keep trash in closed containers and have it picked up weekly. No nuisance, noise, or fireworks violations, and no encroaching on neighbors. Keep the home in good repair and in keeping with the neighborhood. The home cannot house sex offenders or be used for sober living, illegal drugs, or an adult business. Post the maximum guest count, the contact name and phone, parking instructions, a copy of the town rules, and a notice that guests can be fined.

Local contact
A contact person must answer calls any time the home is rented. They must be able to get a key to the home within three hours, or give an entry code for keyless homes.

Penalties
Renting without a permit is a Class C infraction, and each rental without a permit is a separate violation. Three or more citations in a calendar year can lead to losing the permit for up to one year. The owner gets notice and a hearing and can appeal to the town council within 10 days.
